This program’s objective was the acquisition of rural and urban areas to be submerged by the reservoir, areas susceptible to flooding in eventual floods, Environmental Preservation Areas, and areas for plant deployment and resettlement. To do this, the National Electric Energy Agency (abbreviated in Portuguese as ANEEL), within its legal competence and in light of the concession granted to Investco, declared the areas necessary for the project implementation as a public utility.

Throughout the acquisition process, Investco tried to exhaust all forms of negotiation with the owners to avoid damages for both parties. The acquisition process was promoted in the municipalities of Porto Nacional, Palmas, Lajeado, Miracema do Tocantins, Ipueiras, and Brejinho de Nazaré.

The negotiation processes were preceded by clarifications to the owners, socioeconomic register, topographic survey and a property valuation of properties and improvements, to define the terms of negotiation. The process was developed at the beginning of the project implementation, in 1998, and consolidated at the beginning of the reservoir filling, at the end of 2001.

Since the Plant implementation, Investco has promoted the complementation of the land regularization activities of the acquired areas.

Although a large number of expropriations were expected, analyzing records of similar projects, Investco chose a prolonged negotiation process. Therefore, of the more than 4000 properties acquired, only 162 expropriation proceedings were filed, and until February 2013, 108 lawsuits were in progress.
